Four year undergraduate programme in Delhi University

(a) whether it is a fact that the University of Delhi is planning to come up with a four-year undergraduate programme starting July, 2013;

(b) if so, the reasons therefor;

(c) whether Government has noted that there is internal discord within the University’s management and faculty regarding the same, which can lead to an uncertain environment for the upcoming class of students; and

(d) if so, the steps being taken to resolve the same?

(a): Yes, Sir.
(b): According to the information furnished by the University of Delhi, the four-year undergraduate programme aims at imparting holistic knowledge, which cuts across the domains of traditional courses, as well as including skills and value building. It requires the students of all disciplines to undertake certain mandatory courses in order to meet the needs and challenges of the modern society and the nation. The programme is designed in such a way that it blends practical application with high-end knowledge, facilitating the students either to seek jobs, to become entrepreneurs or to undertake high-end research.
(c): The University has informed us that the four-year undergraduate programme has been approved by an overwhelming majority in the 126-Member Academic Council (AC), recording only 5 dissents. The AC includes Deans of Faculties, Directors of Institutes, Heads of Departments, Professors, Principals of the Colleges and elected representatives from the Colleges and the University, in addition to the Vice-Chancellor and the Pro Vice-Chancellor. The University has further informed us that it is fully prepared to lauch the four-year undergraduate programme from the next academic session.
(d): It is fully within the competence of the statutory bodies of the University to take decision in such academic matters and the Government has no role to play.

क्या मानव संसाधन विकास मंत्री यह बताने की कृपा करेंगे किः

(क) क्या यह सच है कि दिल्ली विश्‍वविद्यालय जुलाई 2013 से शुरू करते हुए चार वर्षीय पूर्वस्नातक कार्यक्रम लाने की योजना बना रहा है;
(ख) यदि हां, तो इसके क्या कारण हैं;
(ग) क्या सरकार ने ध्यान दिया है कि इस संबंध में विश्‍वविद्यालय के प्रबंधन तथा संकाय के अंदर आंतरिक मतभेद है जो छात्रों के आने वाले वर्ग को अनिश्चित परिवेश की ओर ले जा सकता है; और
(घ) यदि हां, तो इसके समाधान हेतु कौन-से कदम उठाए जा रहे हैं?

(क): जी, हां।

(ख): दिल्‍ली विश्‍वविद्यालय द्वारा प्रदान की गई सूचना के अनुसार, चार वर्षीय अवर स्‍नातक कार्यक्रम का उद्देश्‍य समग्र ज्ञान प्रदान करना है, जो कौशलों एवं मूल्‍य निर्माण को शामिल करने सहित परम्‍परागत पाठ्यक्रमों के अधिकार क्षेत्र से आगे जाकर ज्ञान को शामिल करता है। इसमें सभी विषयों के विद्यार्थियों के लिए आधुनिक समाज तथा राष्‍ट्र की चुनौतियों एवं आवश्‍यकताओं को पूरा करने के लिए कतिपय आवश्‍यक पाठ्यक्रमों का अध्‍ययन किया जाना अपेक्षित होता है। यह कार्यक्रम इस ढंग से तैयार किया जाता है कि इसमें उच्‍च परिणाम वाले ज्ञान के साथ ही व्‍यावहारिक अनुप्रयोग भी शामिल हो सके, जिससे विद्यार्थियों के लिए नौकरी प्राप्‍त करना, उद्यमी बनना या उच्‍च परिणाम वाले शोध शुरू करने की सुविधा प्राप्‍त होती है।

(ग): विश्‍वविद्यालय ने हमें सूचित किया है कि चार वर्षीय अवरस्‍नातक पाठ्यक्रम को 126 सदस्‍यीय अकादमिक परिषद (एसी) ने भारी बहुमत से अनुमोदित किया है, इस संबंध में केवल 5 असहमति नोट प्राप्‍त हुए थे। अकादमिक परिषद में संकायों के डीन, संस्‍थाओं के निदेशक, विभागाध्‍यक्ष, प्रोफेसर्स, कॉलेजों के प्राचार्य तथा विश्‍वविद्यालयों एवं कॉलेजों के चुने हुए प्रतिनिधियों के अतिरिक्‍त कुलपति एवं सम-कुलपति शामिल होते हैं। विश्‍वविद्यालय ने इसके अतिरिक्‍त यह भी सूचित किया है कि इसने आगामी अकादमिक सत्र से चार वर्षीय अवर स्‍नातक कार्यक्रम प्रारंभ करने की सभी तैयारियां पूरी कर ली हैं।

(घ): यह पूर्णरूप से विश्‍वविद्यालय के सांविधिक निकायों के अधिकार क्षेत्र में आता है कि वे ऐसे अकादमिक मामलों में निर्णय करें तथा सरकार की इनमें कोई भूमिका नहीं है।
